Birch-leaves stopped growing

Hello!
Today on 4th May 2020 temperature is 17°C. Leaves on our birch stopped growing up.
12.4.2020. – Leaf1 47 mm
                      Leaf2 56 mm
                       Leaf3 50 mm
                       Leaf4 51 mm
