Hi Virgil,

Through the Data Entry section of the website.  
You will need to define a site with a name and the coordinates.  
You also need to say it is an atmosphere site type and answer the questions associated with an atmosphere site.
Once you have an atmosphere site type defined and you are back on the Data Entry main page you will click on the hyperlink that is your site name.  
Once you click on that hyperlink you will see buttons for protocols you can measure for that site type.  Surface Temperature will be one that is associated with an atmosphere site type.

Hi Virgil,

I apologize when I said you need to say it is an atmosphere site type for entering surface temperature measurements.  This was not fully accurate.  Surface temperature is related to "Atmosphere" investigation area.  There is a checkbox when you edit your study site for Surface Temperature that is under the Atmosphere checkbox.  Please check that box and fill out information about your site such as it a 90x90 meter square area or a 30x30 meter square area.  Then click the button to "update" your site.
